Partner Dmitry Matveyev made comments for the weekly newspaper "Belgazeta" on the Edict of the President of the Republic of Belarus from February 1, 2010 "On the measures for the perfection of the use of the national Internet segment".

The document has a considerable number of novels. For instance, from 1 July 2010 the activity on the sale of goods, execution of work and rendering of services in the territory of Belarus with the help of information networks, systems and resources connected to the Internet shall be carried out by legal entities and individual entrepreneurs with the help of information networks, systems and resources of the national Internet segment, located in the territory of Belarus and registered in accordance with the established procedure. State registration shall be based on declarative principle.

The Internet national segment is the complex of information networks, systems and resources connected to the Internet located in the territory of Belarus and/or using country code domain names (.BY).

Other legal entities and individual entrepreneurs, which according to the Edict are not obliged to register their information networks, systems and resources, shall ensure the transition to using information networks, systems and resources of the national Internet segment, located in the territory of Belarus within the period from 1 May 2010 to 1 July 2010.

The Edict also stipulates that Internet providers shall limit on users demand the access of these users to the information which is aimed at the propaganda of violence, cruelty and other unlawful acts.
